Your wan ip address 192.168.1.5 255.255.255.252 is not routable on the internet. 192.168.x.x is in the private (not-internet-routable) ip address space. The reason your internet works is because traffic initiated on your LAN and outbound to the Internet is being Natted.
Sometimes you just need an IP address to be check your internet connection. My current favourite IP address is to use the Google DNS servers. which are the IPv4 addresses 8.8.8.8 and 8.8.4.4. I believe the problem is that the return packets are being dropped at my router because the source address is wrong, meaning ping packets to IP number 2 return with IP number 1 source address. I can ping IP number 1 address without any problems. I have not confirmed this theory with tcpdump.
That depends. Are you trying to a) ping your local interface address, or b) ping your “public” IP address on the ISP side of the router, c) from inside your network or d) from outside your network?
